Lords Righteousness brings out here that the people of Judah, including all the house of Israel and even "all the ends of the earth" were to come, by command to the Lord and "be saved." The prophecy is fulfilled by the redemption found in Christ Jesus, Yeshua ha Massiach. The bringing back of Judah and the full plan of God coincide here with the redemptive call of the Lord and his command. These are given by the only True God and redeemer there is.
