Teaching English, Struggling Learners and Illiteracy in America
According to a study conducted in late April by the U.S. Department of Education and the National Institute of Literacy, 32 million adults in the U.S. can't read. That's 14 percent of the population. 21 percent of adults in the U.S. read below a 5th grade level, and 19 percent of high school graduates can't read. One in four children in America grow up without learning how to read. Eighty-five percent of juveniles who face trial in the juvenile court system functionally illiterate, and more than 60 percent of all inmates are functionally illiterate. Seventy-five percent of Americans who receive food stamps perform at the lowest 2 levels of literacy, and 90 percent of high school dropouts are on welfare. Teenage girls ages 16 to 19 who live at or below the poverty level and have below average literacy skills are 6 times more likely to have children out of wedlock than the girls their age who can read proficiently.
