President Donald Trump tweeted Monday that he has “the absolute right to pardon himself," should he be charged as a result of the investigation into possible Russian collusion with his 2016 presidential campaign. But one constitutional scholar — Texas' own U.S. Sen. Ted Cruz — was at a bit of a loss for words when asked about it on capitol hill.
