show moreThe Police made the decision after the IPCA told Police off for continuing to pursue a car they knew a 15 year old was driving.
The chase ended in the deaths of that 15 year old along with a 12 year old.
Dougal says anyone feels a sense of danger when they see the lights and hear sirens, but adults are able to control that impulse buy pulling over.
"We know that for teenagers the ability to control their impulses, the ability to look at their behaviour and go 'Hey I think I've done something wrong', that impulse control is still developing."
