It would also stop gang members gathering in public and accessing guns.
Gorilla Technology chief executive Paul Spain told Andrew Dickens if there's legislation putting pressure on social media companies, they may monitor it themselves.
He says there likely wouldn't be enough resources to monitor it in Police - as it would end up needing a huge number of people.
