The question has an obvious answer which only serves to act as an easy vote winning pacification rather than address the real problem of why people are burning the British flag and going abroad to fight for ISIS at all. Sticking plasters are worse than useless because they dangerously provide a smoke screen of control while the underlying problem worsens . Similar to gun law being tightened in the States which has somehow miraculously functioned perfectly well for several decades. Or indeed thinking that the answer to the drug problem is to imprison those involved which has simply led to a failing overburdened prison system. Norway has gone some way to addressing the underlying problem with drugs with great success whereas the British scratch their heads on how do deal with increasing unrest and suicides in prisons. Humans are biologically programmed to seek those who are similar and to reject those who are dissimilar. Therefore how can manifest racism be the fault of humans? It is the lack of leadership and common goals and identity associated with an over permissive society and political correctness which allows people of different cultures not to assimilate in the host country. Different people of different identities forced to live in close proximity will always lead to unrest. The fault lies in innefective leadership rather than people behaving as humans. Humans need regulation otherwise there is a chaos of vested interest. The financial crisis happened due to deregulation. The fundamental law of human behaviour is that if you allow someone to do something to you they probably will. So people need to be led. They cannot lead themselves.
