For the second time this year, Michigan head coach Jim Harbaugh and his staff are accused of some significant NCAA rules violations. This time, it centers on a report from SI.com that the Wolverines have been illegally scouting opposing games in person, and potentially committing other violations with regard to relaying information about opponents' signals.
