The labour movement in Newfoundland and Labrador launched a campaign this year for presumptive mental health legislation in the province. The campaign has pitted unions and mental health advocates against business lobby groups like the NL Employers' Council. NAPE - the Newfoundland and Labrador Association of Public and Private Employees - is one of the unions spearheading the campaign.
