The Transportation Climate Initiative (TCI), an agreement between 12 states and Washington, D.C. to develop a cap-and-invest program for fuel emissions, might become a fait accompli by the end of the week. While proponents say the tax on fuel distributors would raise billions of dollars over the next decade for investments in public transit and cleaner forms of transportation, critics say it will lead to greatly increased gas prices.
