In July 1991, Tracy Edwards escaped apartment 213 at 924 N. 25th Street in Milwaukee, Wisconsin, leading police to one of the most documented crime scenes in American criminal history and to the arrest of Jeffrey Dahmer, convicted in 1992 of 15 counts of murder across Wisconsin. The case exposed repeated institutional failures, including the return of a drugged 14-year-old boy to Dahmer by police officers months before the arrest, and a formal accounting of how those systemic failures were sanctioned has never been completed.
