Six weeks before the shots fired in Dealey Plaza, Lee Harvey Oswald arrived in Mexico City by bus, checked into a cheap hotel, and spent several days visiting the Cuban consulate and the Soviet embassy. On the surface: a bureaucratic dead end. A man with leftist sympathies, turned away at both doors, heading back north empty-handed. But the timing, the surveillance environment he walked into, and the documents that have emerged in the decades since tell a more complicated story.

The CIA's Mexico City station in 1963 was one of the agency's most active anywhere in the world. Phone lines at both embassies were tapped. Visitors were photographed. Personnel movements were logged. Oswald's presence was registered. Intercepted calls linked him to a Soviet official with documented KGB ties. And yet — what was done with that intelligence before November 22nd remains one of the most consequential unanswered questions in American history.

Episode 3 of this series reconstructs the Mexico City chapter in full: what Oswald was doing there, who inside the CIA knew about it, and what the record can and cannot confirm. It examines the voice-recording discrepancy flagged by the House Select Committee — evidence that someone may have been using Oswald's name during the same period — and traces the documented gaps that neither the Warren Commission nor the HSCA ever fully closed.

If the assassination was a solo act, Mexico City is a footnote. If it wasn't, this is where the story begins.
