Rochelle is a homeless person in one of the most difficult places to be homeless in the summer... Texas. would create a walk way about 15-20 feet above the sidewalk across the whole of the downtown. This way all though folks in their fine business attire would not have to see the city as it really is. Plus they wouldn't run the risk of rubbing up against the homeless and getting dirty. Thats got to be easier and cheaper than actually taking care of the folks on the streets.
