Inner cities, and definitely Baltimore, are largely run by minorities and blacks who have control of the city funding. They have control of Baltimore, yet many of the schools don't have working air conditioning, and they blame it on whitey!

People are geared to vote for someone who's the same color as them, even if they're a crook!
