There is dissatisfaction from farmers and environmentalists over the proposed deal on emissions.
The government's Interim Climate Change Committee is recommending a special levy and rebate scheme, meaning dairy farmers would pay one cent per kilogram of milk solids.

Former Green Party leader and Greenpeace executive director Russel Norman told Mike Hosking it's a long way short of what he wanted.
He says it's a very limited price signal to reduce emissions and means the tax payer is still subsidising 95 percent of the cost.
But Federated Farmers national vice president Andrew Hoggard is afraid it will be a slippery slope, especially if there's a change in government.
He says methane only has to reduce by 0.3 percent per year to have no additional impact on global warming.
