A view that prisoners should be encouraged to be an active part of society, rather than shut out.
A Waitangi Tribunal report says the 2010 law change which bans prisoners from voting, goes against the Crown's treaty obligations.
 
It says it leads to a significant prejudice against Maori.
Newstalkzb's political editor Barry Soper told Andrew Dickens while many rights are denied to prisoners, the right to vote shouldn't be one of them.
