Well, I got news for you Colleges were already in Prisons, in the downstate area, Also, Bedford Hills has had Colleges for Years coming into the facility daily. From State Colleges and Private Colleges all participating to educate prisoners. Also, Sing Sing CF they were getting College Educations for many years.
