Loitering is NOT always wrong , illegal or put up with. Last year some people may recall I took a 26 mile walk from Manhattan to Brooklyn and back to Manhattan. 26 miles in the comfort that we would be able to stop at any Starbucks any time , purchase nothing and still use the bathroom and loiter for a while. We did not sit and use WiFi for an extended time, but we did chill. All bathrooms doors were unlocked and available. All the time I saw people at tables with laptops and no visible sign of a recent purchase from the store. Just sayin.
