In order to facilitate national reconciliation, Liberians forced into exile by civil war must be allowed to return. The first step is for President Sirleaf to issue an executive order, granting visa waiver to the Liberian Diaspora. This will enable citizens forced into exile to return, visit their families and help develop the private sector. Over 300 million citizens of ECOWAS worldwide are allowed to enter Liberia without a visa to do business. At the same time, the government of Liberia has effectively shut its doors to Liberian refugees forced into exile by the brutal civil war and atrocities committed by the Armed Forces of Liberia and many rebel factions.
