Moab stopped paying tribute to Israel after Ahab died. So the kings of Israel, Edom and Jerusalem went to war against Moab. They enquired of Elisha as to whether they would succeed and also asked for a miracle to preserve the armies in the midst of the desert with no water. He commanded them to dig trenches and God would fill them with water and give Moab into their hands.
