The Massachusetts legislature has unveiled a 129- page bill on police reform after four months of behind-closed-doors negotiations. The policing legislation agreement creates a Massachusetts Peace Officer Standards and Training Commission (aka POST), a nine-member civil enforcement agency with the power to certify officers, oversee investigations into officer misconduct, and rescind an officers’ license.
