Psalm 40:6 says:
"Sacrifice and offering You did not desire; My ears You have opened. Burnt offering and sin offering You did not require."
In Matthew 9, after Jesus called Matthew to follow Him, He was eating with tax collectors and sinners.
The Pharisees asked His disciples why and Jesus said:
"Those who are well have no need of a physician, but those who are sick. But go and learn what this means: 'I desire mercy and not sacrifice.' For I did not come to call the righteous, but sinners."
Hosea 6:6 (a chapter headlined as Impenitence of Israel and Judah; impenitent = not sorry) says:
"For I desire mercy and not sacrifice - the knowledge (Yada - to know intimately and deeply) of God (in all His persons [the word for God is in plural form here]) more than burnt offerings."
In 1 Samuel 1, Eli thought Hannah was drunk when she was offering all of herself to YHWH:
12And it happened, as she continued praying before the Lord, that Eli watched her mouth. 13Now Hannah spoke in her heart; only her lips moved, but her voice was not heard. Therefore Eli thought she was drunk. 14So Eli said to her, “How long will you be drunk? Put your wine away from you!”
15But Hannah answered and said, “No, my lord, I am a woman of sorrowful spirit. I have drunk neither wine nor intoxicating drink, but have poured out my soul before the Lord. 16Do not consider your maidservant a wicked[e] woman, for out of the abundance of my complaint and grief I have spoken until now.”
From 1 Samuel 16, in the anointing of YHWH's chosen king for Israel from which the Son will descend:
6So it was, when they came, that he looked at Eliab and said, “Surely the Lord’s anointed is before Him!”
7But the Lord said to Samuel, “Do not look at his appearance or at his physical stature, because I have [c]refused him. For[d] the Lord does not see as man sees; for man looks at the outward appearance, but the Lord looks at the heart.”
In David Guzik's commentary on Psalm 40 (enduringword.com/bible-commentary/psalm-40/), he said that David understood that God wanted surrendered, willing servants who listen to Him and obey Him.
