Communitarianism isn't new. It was talked about already in the 19th century. Of course as political scientists speak of it, it's a Jewish idea which in the West is discussed by the Jews Michael Sandel, Michael Walzer and Shlomo Avineri to make Communism seem more "locally democratic" which it isn't. There is nothing new about this idea, more than a deconcentrationist structure to formalise the centralised Communist power elites' reach of the local level of governance.
