Syria accepts Russian chemical weapons plan Kerry said that the only thing that could avert a strike was if Assad would agree to turn over control of all of his WMD to the international community.  Kerry didn't expect Assad to agree to that.  Putin immediately jumped on that, and advised Assad to turn his Chemical Weapons over.  Assad immediately agreed that he would do just that.
