Portland has over 1600 unreinforced masonry (URM) buildings - old brick or stone buildings that weren’t built to withstand an earthquake. The city’s in the process of updating the rules around retrofitting URM buildings. We hear more about where things stand from Carmen Merlo, the director of the Portland Bureau of Emergency Management, and Angie Even, a property owner with the group Save Portland Buildings, which has raised concerns about mandatory retrofitting.
