The only other reason I can think that it backs up like that is it's caching.

Yeah, if you're using the Spreaker app, there's a little circle-arrow backwards with a "10" next to the yellow play button. That's a fast-rewind that backs up the feed by 10 seconds.

You mentioned a 10-15 rewind feature on iPhone... I seem to always repeatedly activate this ... do you know what I am doing wrong? Where is that option?
