Between 1972 and 1973, the bodies of four young black and Puerto Rican boys were discovered in Manhattan, New York. As most of them were mutilated in the same horrible way, it soon became clear authorities were dealing with a serial killer.
The person who people widely believe was so-called Charlie Chop-Off was eventually found and charged with murder. But why is the case still officially considered an open one almost 50 years later?
