On behalf of Prairie State, Emma Lofgren (MPP '19) moderated a panel on municipal and state finance in Illinois. The panelists were Ghida Neukirch, City Manager of Highland Park, and Ben Winick, City Council Office of Financial Analysis director.
The panelists discussed how budgets are made both at the municipal and state levels, how these processes differ in Chicago versus the suburbs, and how budgeting within Illinois is unique from other states.
