Putin should offer to fund Crimea and turn it into a tax-free cultural and global trade zone which syphons 50% of revenues from the increased business activities into the mainland of Ukraine. And lets People either Ukrainians or those with Russian ancestry reside there even though it is under Russian control.
Everyone globally would benefit, especially the Crimeans as they are Russian in heritage.
It will create good will and world peace!
