Afghanistan is currently in the grips of not only a food shortage that is bordering on famine but now, the UN for the first time is recognizing publicly that Afghanistan is in the grips of an insurgency and that the Taliban are going to be hard pressed on numerous fronts.
The UN also goes on to discuss how the Taliban is not a reliable partner for negotiation and that there are many members of Al Qaeda within the country still and within the taliban government.
