Latin was still trotted out at Oxford in Tolkien's lifetime for high occasions, for example an honorary degree presented to Eisenhower was prefaced with a Latin speech. So, Quenya breaks in as a language of formal address in many places. Latin was used for formal addresses throughout the Middle Ages. Might explain why and when Quenya breaks in. Thank you guys.
