Somewhere between 22,000 and 25,000 people were killed and a famously beautiful city was leveled. It’s been called an Allied war crime, and Kurt Vonnegut’s famous novel, Slaughterhouse 5, reinforced that idea in the public mind for at least a generation. But was it a war crime?
