The word offended comes from the Greek word, skandalizo 2
(skan-da-le-zo) which is the English word for scandalize (to bring into reproach; to offend; to speak falsely or maliciously of).3 Malicious means a malice desire to cause pain, injury or distress to another; intent to commit an unlawful act or cause harm
without legal justification or excuse 4(see Eph. 4:31, Col. 3:8, Titus 3:3, 1 Peter 2:1). Additionally, the word offended means to see in another what is disapproved of. This disapproval can
hinder their acknowledging the other person’s authority.

Apostolic Pattern for Reconciliation in the Church
If your brother wrongs you, go and show him his fault, between you and him privately. If he listens to you, you have won back your brother. But if he does not listen, take along with you one or two others, so that every word may be confirmed and upheld by the testimony of two or three witnesses. If he pays no attention to them [refusing to listen and obey], tell it to the church; and if he refuses to listen even to the church, let him be to you as a pagan and a tax collector. – Matthew 18:15-17 (AMP)
