This storm - described as the most powerful to touch Louisiana since 1850, touched down 16 years to the day since Hurricane Katrina and the levee failure. With more than 1,000 black people perishing during the first week of the storm, the 2005 catastrophe remains one of the deadliest occurrences in U.S. history. As of August 30th, the entire city of New Orleans is without power. 911 calls are suspended in some areas of the state.
