The U.S. Constitution includes within Article V multiple methods for amending the document. Growing frustration with the Federal Government has motivated many states to initiate a process called a Convention of States. This convention would propose, debate, and vote on changes to the Constitution, which would then have to be voted on by the states. Unless 38 states approved, the changes would not take effect.
