P.S. Israel is a pretty common name in Israel.

There is no J (Jay) sound in Hebrew. So whenever you see it, replace it with a Y. Jerusalem is pronounced Yerushali'im, Jehova is pronounced Yehova, and so on. I think that when these words were translated, the J letter was pronounced as Y.

No, the el in Rachel doesn't come from El. Rachel is supposed to be rah*el (h* being the humus h, not like home). In Hebrew it's written רחל , no אל in there
