Too often, individual change agents push ahead on their own to try to create change without developing the critical coalitions, capacities, and organizational infrastructures necessary for meaningful, sustainable culture change.While these individual efforts may result in some minor progress, the inertia and resistance of the organizational culture and apathy of leaders will most likely win out in the end.
