The description given seems to fit perfectly the historical timeline of human history in the 1st, 2nd and now the beginning of the 3rd 1000 year timeframe from the time that Jesus walked the earth. The promise is that while there have been and do continue to be dark times in human history, that a great outpouring of God’s spirit, unprecedented in history is very likely about to be made manifest on the earth, in the very day that you and I live.
