Unfortunately there are bad contractors in the government space.... Antiquated acquisition models for government compounds the problem.

So it is not necessarily the contractors fault.... When they ask performance questions and receive : blank stares, non-quantifiable answers, or the well, at his you to do the job.. You figure it out... Yet somehow micro managing it to the point that's its no time or money to proof performance.
