A resolution for Ihumatao could be made in the next few days, but it's not clear who's picking up the bill.
Protestors opposed the construction of nearly 500 houses on the ancestral land last year.
After the Prime Minister's intervention, all building came to a standstill until a solution was found.
Police Minister Stuart Nash told Mike Hosking Finance Minister Grant Robertson has been in discussion with all parties.
"We have been working very hard facilitating a deal, keeping in mind this is private land owned by Fletchers, not by the government."
Nash says the Government has never said it would open the chequebook or renegotiate a Treaty deal over the land.
National finance spokesperson Paul Goldsmith says a dangerous precedent would be set, if private land is re-claimed.
'If every generation has another crack at it, like Pania Newton would like to happen, we would have real trouble maintaining public support for the whole process."
