I don't quite understand how that "Incumbant Protection Plan" works -- is it a rule that the state has? Is it a rule that the statewide republican party has? And it means that a Texas Republican can't support an new candidate that is opposing a currently serving official? How do you get new blood? How do you get rid of "bad players"? It sounds like the teacher's union.
