The Holy Spirit operating on you and within you stirs your inner spiritual hearing to discern God’s voice. As you believe the Word of God the Holy Spirit births in you, then you hear the living voice of God speak to you through His Word that He guarantees you to come to pass. It is always received from God and never generated by you so that you live by believing what you hear from God and not by seeing or appearance.
God wants to talk to you and made a way by His Spirit to hear from Him. If you are a child of God, you can hear His voice and He knows your voice, and imprints His Word your heart and fastens it to your thoughts, so it is obvious to you that He is the one speaking.
