State legislators in California are proposing to buy back water rights from farmers in an attempt to fight off the sweltering drought that most of the region is suffering from. The only problem is, the proposal would not go nearly far enough in addressing the issues and it would also weaken the food supply in a time where that is simply just not acceptable.
