Last week a legal immigrant with a lengthy criminal record, opened fire at the Cathedral Church of St. John the Divine following an outdoor Christmas concert on the steps of the church. The last time there is a record of him in Immigration and Customs Enforcement (ICE) custody was in 2008 after a parole violation. Why was he still here?
