Ten months in, he's launched "Elevate Central," a five-year strategic plan built around four pillars: rebuilding the organization, sharpening economic development strategy, deepening strategic partnerships, and critically telling central Louisiana's story the way it deserves to be told.

 But the context matters. Central Louisiana is also ground zero for some of Louisiana's most aggressive anti-industry opposition. Masingill has a clear philosophy on that: show up anywhere, answer every question, respond to legitimate concerns, but don't be intimidated by groups whose mission is to seed dissent, not seek truth. And when it comes to data centers specifically, he makes the case this isn't just about jobs. It's about national security, American AI leadership, and foreign actors, including China, that are specifically funding opposition to slow Louisiana down.

 He's also talking workforce: central Louisiana ranks near the bottom of the state in labor force participation but third among all eight regions in actual job growth. The opportunity gap is real.
