For example, an adult weighing 60 kg (132 pounds) would have to drink between 12 and 36 cans of diet soda – depending on the amount of aspartame in the beverage – every day to be at risk. Its view has been widely shared by national regulators, including in the United States and Europe.  <br /><br />An IARC spokesperson said both the IARC and JECFA committees' findings were confidential until July, but added they were "complementary", with IARC's conclusion representing "the first fundamental step to understand carcinogenicity". The additives committee "conducts risk assessment, which determines the probability of a specific type of harm (e.g. cancer) to occur under certain conditions and levels of exposure."  <br /><br />However, industry and regulators fear that holding both processes at around the same time could be confusing, according to letters from U.S. and Japanese regulators seen by Reuters. <br /><br />"We kindly ask both bodies to coordinate their efforts in reviewing aspartame to avoid any confusion or concerns among the public," Nozomi Tomita, an official from Japan's Ministry of Health, Labour and Welfare, wrote in a letter dated March 27 to WHO's deputy director general, Zsuzsanna Jakab.  <br /><br />The letter also called for the conclusions of both bodies to be released on the same day, as is now happening. The Japanese mission in Geneva, where the WHO is based, did not respond to a request for comment.  <br /><br />DEBATE  <br /><br />The IARC's rulings can have huge impact. In 2015, its committee concluded that glyphosate is "probably carcinogenic". Years later, even as other bodies like the European Food Safety Authority (EFSA) contested this, companies were still feeling the effects of the decision.<br /><br />Germany’s Bayer <a href="https://www.reuters.com/markets/companies/BAYGn.DE" target="_blank" rel="noreferrer noopener">(BAYGn.DE)</a> in 2021 <a href="https://www.reuters.com/business/healthcare-pharmaceuticals/bayer-loses-third-appeals-case-over-glyphosate-weedkiller-2021-08-10/" target="_blank" rel="noreferrer noopener">lost its third appeal</a> against U.S. court verdicts that awarded damages to customers blaming their cancers on use of its glyphosate-based weedkillers.  <br /><br />The IARC's decisions have also faced criticism for sparking needless alarm over hard to avoid substances or situations. It has four different levels of classification - carcinogenic, probably carcinogenic, possibly carcinogenic and not classifiable. The levels are based on the strength of the evidence, rather than how dangerous a substance is.  <br /><br />The first group includes substances from processed meat to asbestos, which all have convincing evidence showing they cause cancer, IARC says.  <br /><br />Working overnight and consuming red meat are in the "probable" class, which means that there is limited evidence these substances or situations can cause cancer in humans and either better evidence showing they cause cancer in animals, or strong evidence showing that they have similar characteristics as other human carcinogens.  <br /><br />The "radiofrequency electromagnetic fields" associated with using mobile phones are "possibly cancer-causing". Like aspartame, this means there is either limited evidence they can cause cancer in humans, sufficient evidence in animals, or strong evidence about the characteristics.  <br /><br />The final group - "not classifiable" - means there is not enough evidence.  <br /><br />"IARC is not a food safety body and their review of aspartame is not scientifically comprehensive and is based heavily on widely discredited research," Frances Hunt-Wood, secretary general of the International Sweeteners Association (ISA), said.  <br /><br />The body, whose members include Mars Wrigley, a Coca-Cola <a href="https://www.reuters.com/markets/companies/KO.N" target="_blank" rel="noreferrer noopener">(KO.N)</a> unit and Cargill, said it had "serious concerns with the IARC review, which may mislead consumers".  <br /><br />The International Council of Beverages Associations' executive director Kate Loatman said public health authorities should be "deeply concerned" by the "leaked opinion", and also warned it "could needlessly mislead consumers into consuming more sugar rather than choosing safe no- and low-sugar options."  <br /><br />Aspartame has been extensively studied for years. Last year, an observational <a href="https://journals.plos.org/plosmedicine/article?id=10.1371/journal.pmed.1003950" target="_blank" rel="noreferrer noopener">study</a> in France among 100,000 adults showed that people who consumed larger amounts of artificial sweeteners – including aspartame – had a slightly higher cancer risk.   It followed a study from the Ramazzini Institute in Italy in the early 2000s, which reported that some cancers in mice and rats were linked to aspartame.  <br /><br />However, the first study could not prove that aspartame caused the increased cancer risk, and questions have been raised about the methodology of the second study, including by EFSA, which assessed it.  <br /><br />Aspartame is authorised for use globally by regulators who have reviewed all the available evidence, and major food and beverage makers have for decades defended their use of the ingredient. The IARC said it had assessed 1,300 studies in its June review.  <br /><br />Recent recipe tweaks by soft drinks giant Pepsico <a href="https://www.reuters.com/markets/companies/PEP.O" target="_blank" rel="noreferrer noopener">(PEP.O)</a> demonstrate the struggle the industry has when it comes to balancing taste preferences with health concerns. Pepsico removed aspartame from sodas in 2015, bringing it back a year later, only to remove it again in 2020.  <br /><br />Listing aspartame as a possible carcinogen is intended to motivate more research, said the sources close to the IARC, which will help agencies, consumers and manufacturers draw firmer conclusions.  <br /><br />But it will also likely ignite debate once again over the IARC's role, as well as the safety of sweeteners more generally.  <br /><br />Last month, the WHO published <a href="https://www.who.int/news/item/15-05-2023-who-advises-not-to-use-non-sugar-sweeteners-for-weight-control-in-newly-released-guideline" target="_blank" rel="noreferrer noopener">guidelines</a> advising consumers not to use non-sugar sweeteners for weight control. Ian Collins’ travel plans changed and he just wanted to update his check-in time, so he called the customer service number for the hotel to make what he assumed would be an easy fix.<br /><br />“How can I help you today?” an automated voice asked him. <br /><br />The voice — smooth yet stilted, clearly recorded — asked for his reservation number. He responded that he didn’t have the number handy.<br /><br />“How can I help you today?” it asked him again, taking him right back to the beginning.<br /><br />No matter what he said, Collins couldn’t get out of the automated voice loop. It was the type of experience that leaves many of us thinking fondly of the days when you could quickly get a live human on the line, but digital customer service is not going away. In fact, it’s about to take over.<br /><br />Thanks to the arrival of “generative” artificial intelligence (AI), a type of machine-learning technology that can create new content, such as text, images or music — or provide natural-language answers to customer service complaints — more than a third of Canadian companies are looking at how AI can improve their operations, according to a recent survey by KPMG Canada.<br /><br />Over the next few years, telecoms, insurance providers, banks, utilities and government departments of all kinds are expected to lean heavily on AI technology for customer service and support.<br /><br />Many consultants, corporations and researchers say the next generation of automated support will be much better than the chatbots of today. The new systems will be able to learn and adapt on the fly, instantly tapping into reams of information to deliver individually tailored responses.<br /><br />But there are also concerns that if businesses rush in too quickly or implement systems poorly, the call centre experience could become worse. Customers could find themselves stuck in more frustrating automated loops, unable to reach a human, or even running into AI systems that are unintentionally offensive or succumb to “hallucinations,” where they firmly state incorrect information as fact.<br /><br />Either way, millions of call centre workers will lose their jobs over the next decade or so as they’re replaced by machines — and the shorter-term scenario isn’t much better. The news emerges a day after a bill in Ottawa passed in the senate that the government hopes will financially level the advertising playing field with <a href="https://www.thestar.com/politics/federal/2023/06/22/meta-to-end-news-sharing-on-facebook-and-instagram-for-canadians.html" target="_blank" rel="noreferrer noopener">big tech companies such as Meta and Google</a>. <br /><br />In its filing, Bell noted its 35 local television stations, branded as CTV, CTV Two and Noovo, plus three discretionary television news services — CP24, CTV News Channel and BNN Bloomberg — are under financial strain. It requested the elimination of a requirement for English-language television stations in metropolitan markets to broadcast at least 14 hours of local programming a week. In Quebec, Bell also asked the regulator to do away with its obligations to broadcast at least five hours of local programming per week at its Montreal station. <br /><br />It also requested that its stations in major markets — such as Toronto or Vancouver — no longer be required to broadcast at least six hours of weekly locally-reflective news. For non-major market stations, it wants the three-hour requirement to be brought down. <br /><br />It also asked the regulator to waive the requirement for the company to devote 11 per cent of the previous year’s gross revenues to the acquisition of or investment in locally-reflective news. <br /><br />“The requested relief we are seeking would allow us to better manage our regulatory obligations through the evolving competitive landscape of the Canadian broadcasting industry in the face of competition from digital media broadcasting undertakings,” the application stated. <br /><br />Last week’s layoffs included a six per cent cut at Bell Media. <br /><br />Dwayne Winseck, a professor at Carleton University’s school of journalism and communications, said it was an “aggressive” move by Bell, and one that, if successful, could spell trouble for local journalism. <br /><br />The ask, coupled with last week’s cuts and in the context of the two new bills — Bill C-18, the Online News Act, and Bill C-11, the Online Streaming Act, two laws the government hopes will help media companies in Canada — marks a “greedy Gretchen” move by the company, Winseck said. <br /><br />“You might as well go for the moon and the stars and see what you get.” While the broadcast television stations in BCE Inc.’s operations may not be profitable, Winseck noted, the company has very profitable parts, especially on its telecommunications side. <br /><br />“They’re cherry-picking elements to make their case,” he said. <br /><br />The filing noted Bell Media’s average annual news operating loss totalled $28.4 million between 2016 and 2019, a figure that jumped to $40 million last year as web giants scooped up the Canadian advertising market. <br /><br />“The reality is that the commercial model of news has never been tenable,” said Winseck.<br /><br />“It’s always had to be subsidized or cross-subsidized by profits from some other area of the media division or the company more generally.” <br /><br />In a second application filed by Bell on June 14, the company also requested that the CRTC reduce its obligation for Canadian content spending on English-language television stations from 30 per cent of the previous year’s revenues to 20 per cent. <br /><br />It also asked to reduce the amount its English-language television stations must spend per year on programs of national interest from 7.5 per cent of the previous year’s revenues to five per cent. Should Bell get all or some of what it’s asking for, Winseck said he doesn’t think it will be a positive thing for local news coverage. <br /><br />“We see these stations increasingly detached from their local conditions of operation,” he said. <br /><br />Bell said the CRTC’s implementation of the Online Streaming Act has the potential to provide relief to media companies through compensation from online streaming giants, but it cannot afford to wait for the outcome of the regulator’s consultations on the legislation. <br /><br />It reiterated many of the concerns expressed last week by Bell chief legal and regulatory officer Robert Malcolmson about the legislation, which received royal assent in April and is now in a consultation phase. <br /><br />Malcolmson said the core issue for Bell is that popular U.S. content isn’t available to Canadian broadcasters because American platforms are offering it directly to consumers on their in-house streaming services. She gives you the look, with those big brown eyes, to say thanks,” said Rogers.<br /><br />“It was very relieving, very relieving.”<br /><br />Last month Rogers and Robert McConnell received a letter from the Gale Crescent property manager which stated the condominium board had agreed to permit the couple’s second dog, Nikita, to “remain with you in your unit for the remainder of her life for compassionate reasons due to her age and declining health.”<br /><br />But moving forward, the couple must adhere to the condo’s one pet restriction, as per its rules and regulations.<br /><br />That will not be a problem, said Rogers. When the couple sold their home and moved into the building May 2022 with their three dogs — one of which has since died — they were unaware there was a pet limit.<br /><br />In the following months, the couple thought they had come to an understanding that Nikita could stay with them, as long as there were no complaints. She was little, didn’t bark, and wasn’t expected to have many years left.<br /><br />But a few months ago, they received a letter from the Hamilton law firm, SimpsonWigle Law LLP, for non-compliance in “removal of dog” residing in their unit. The document said the couple is in breach of two sections of the Condominium Act — not following rules laid out for all residents and for having an additional pet in their unit.<br /><br />“It was a rare circumstance for sure. I should not have ever been in here with three dogs, I didn’t know that,” said Rogers. “Rob is an ex-cop, I’m an ex-nurse, we don’t typically run around trying to break the law.”<br /><br />Unsure what to do, they reached out to The Standard while continuing conversations with the condo board trying to find a solution. The veterinarian said Nikita did not have much time, and all they could do was keep her comfortable, and all Rogers and McConnell wanted was for Nikita to remain with them in their home.<br /><br />They stayed positive, but “we were on pins and needles” waiting for an answer. Rogers said she heard from the community, many who sympathized with what she was going through, as well as from many “wonderful” people within the building.<br /><br />“At the time this happened, there was quite a bit of outpouring of kindness and very nice, kind words,” said Rogers.<br /><br />Receiving the letter was a relief, and while Nikita — who was rescued from a puppy mill — is palliative “she’s going to live out her life with us so that’s one worry off the board.”<br /><br />In the weeks since this all began, Rogers said Nikita’s health condition has not improved, with the vet having found what appears to be a nodule of cancer on her chest. But at her age, and all she’s been through, Nikita won’t be put through any more testing or surgery.<br /><br />“I’ll put her down if she’s in a lot of pain, that’s without a doubt. But she still has happy moments.
