We have also developed a proposal for a new investment strategy to align ADSBS’s equity position with inflation. The committee has been actively discussing the development of standard operating procedures to streamline services to members and create transparency. TAHC Rule Proposals Open for Public Comment
Sheep Entry Requirements and Scrapie
AUSTIN, TX – The Texas Animal Health Commission (TAHC) held a regularly scheduled Commission meeting 
April 30, 2024, at its headquarters in Austin. 
The following amendments were proposed during the meeting and are open for comment from June 14 – July 
14, 2024.
Chapter 51, Entry Requirements
The proposed amendments set forth requirements for sheep entering Texas and require that all female 
breeding sheep and crossbred female breeding sheep originate from an Export Certified Flock or have 
documentation supporting that the animals are of the genotype RR at codon 171 or AA at codon 136 and QR 
at codon 171.
Chapter 60, Scrapie
The proposed amendments eliminate the definition for “Blackfaced Sheep” and reorganize the definition of 
“Breed Associations and Registries” to conform to alphabetical order. Additionally, the proposed amendments 
add a definition for “Breeding Sheep.”

I am located just outside Paris, Texas in the Northeast part of Texas.
My background is in large scale logistics operations, and I serve as the Texas Fleet Manager for Ferguson Enterprises, the largest plumbing wholesale company in the US. My family (wife Kellye, boys Hunter, 10 and Carter, 7) also own and operate a large commercial sheep herd (Texas Solar Sheep) along with our registered Dorper herd Cuatro H Dorpers. I bought our first Dorper rams from Philip Glass in about 2003 to use with our commercial hair ewes. I was impressed with their hardiness, ability to have multiple lambs on an accelerated lambing interval, and the impressive carcass qualities.
I truly believe those characteristics of the breed from almost 20 years ago are still what we should strive to produce today. Sheep that will survive, have multiple lambs, and bring top dollar when sold based on carcass quality. Adhering to the breed standards will keep us on track to consistently produce an animal that will have value into the future.
If elected to the Board, I will make sure and try to keep the commercial producers needs at the forefront. The commercial producer is the base consumer for any sheep breed that intends to be successful at any scale. I will also make sure we have a focus on using all means possible to market and promote our breed and producers.

My background is in large scale logistics operations, and I serve as the Texas Fleet Manager for Ferguson Enterprises, the largest plumbing wholesale company in the US. My family (wife Kellye, boys Hunter, 10 and Carter, 7) also own and operate a large commercial sheep herd (Texas Solar Sheep) along with our registered Dorper herd Cuatro H Dorpers. I am the current President of the Texas Hill Country Dorper Association.

Today I’m a CPA, the Director of Tax Compliance for a large investment company and serve on our board of directors for the local Farm Bureau.
We started with Dorpers in 2013 as 4-H projects for our children. We wanted to give them some of the same experiences we had growing up. I attended collage at the University of Missouri and completed an undergraduate degree in Agricultural Education and a Masters in Agronomy with an emphasis in Grazing Management. Throughout my college education, I worked as a research specialist preforming grazing trails on perennial and annual forages and presenting at field days across the US and international. In 2006, I began my search for a breed of sheep that focused on production, carcass characteristics and growth. I was pleased to find the Dorper breed and added 4 ewes and a ram…and the rest is history!

I have taken the Senior Course with Raymond Reed and have been honored to have Theuns Botha and Colene van der Merwe inspect our flock. I feel it’s not only important to select by standards but also carcass merit and productivity. We are currently transitioning from an excel program to an EID tagging system with reader and software from Select SheepWare. We are also utilizing Flock 54 for genetic testing. I would like to promote this level of record keeping in the Dorper breed. My children enjoy being involved in 4-H and Junior events. I believe in developing strong youth programs and promote showing and education in our Junior Members and was recently added to the ADSBS Youth Committee.

Ultrasounding loin eye, NSIP, and EBV’s, and supporting parasite resistance studies through Texas A&M AgriLife Sheep and Goat Extension with the help of Jake Thorne would also be good for the Dorper breed. I support bringing the breed forward through scientific and industry advances.
In my previous careers, I have worked 15 years in the business world through marketing and business management for Fortune 500 companies in Canada and the USA. I also served in both California and New York as a Registered Nurse in the Critical Care ICU.I have worked with a variety of people across a variety of platforms, beliefs, and political backgrounds and believe that diversity makes a team stronger!
