Newport City Manager outlines next steps for approved $98.5 million bond; reasoning for new hires

Newport City Manager Colin Kennedy provided updates on the city's plans following the approval of a $98.5 million bond measure and discussed recent staffing changes during his monthly interview with What's Up Newp on Thursday, November 21.The bond measure, approved by voters on November 5, gives the city authority to sell bonds over the next seven years. Kennedy emphasized a cautious approach to utilizing the funds."We have time to rationally figure out what the best use of those funds are," Kennedy said. "We'll probably sell bonds in no more than two tranches."He indicated the first bond sale could occur between March and July 2024, depending on interest rates. Initial priorities include Perrotti Park improvements and beach nourishment projects.Kennedy stressed that all bond-funded projects will require city council approval before proceeding. "I can't just wave a magic wand and say here's a bunch of money," he noted.The city manager also addressed recent staffing additions, including a new deputy city manager and a resilience and sustainability director. He framed these hires as necessary to meet Newport's growing demands."We're like a city of 100,000 people," Kennedy explained, citing the impact of seasonal residents and visitors on city infrastructure. "The government that we have has traditionally been focused on and the size of the staff we've had has been focused on a city of 25,000."Kennedy highlighted the workload facing his office, mentioning he receives about 700 emails weekly during peak periods. The new deputy city manager, Mike Caruolo, will focus on day-to-day operations, allowing Kennedy to concentrate on strategic planning and community engagement.Regarding ongoing projects, Kennedy provided updates on the Naval Hospital property transfer and the Coggeshall School redevelopment.He dispelled rumors that the Navy would retain the hospital property, confirming it will be conveyed to Newport. Discussions are ongoing with naval authorities regarding environmental restoration of the site."Our main goal of that property, if we get nothing else out of it, is public access to the water," Kennedy said.The Coggeshall School project, intended for workforce housing, has faced delays due to litigation. Kennedy expressed optimism about reaching a resolution soon."We're very close to coming to an amicable solution with the developer and then we'll be able to move forward," he said.Kennedy also addressed concerns about short-term rentals and parking regulations. Newport School Superintendent provides updates on new high school and educational programs

Newport Public Schools Superintendent Colleen Burns Jermain expressed gratitude to Newport City Council for recent funding approvals and provided updates on the new high school construction during her monthly live interview with What'sUpNewp.The City Council recently approved an additional $2.9 million for the school committee, completing the funding needed for the new high school project. Jermain said this will allow them to obtain the Certificate of Occupancy and move forward with the planned September 2025 opening."We're very appreciative of the City Council and their awarding the funding from the ask that the school building co-chairs put forward," Jermain said. "We're looking forward to September 2025 and opening the new building. It's a very exciting time."Construction is progressing, with crews finishing the exterior and fine-tuning the interior. Jermain noted there is still significant work to be done but expressed optimism about the timeline.Regarding the Newport School Committee-elect, Jermain confirmed that James Dring was chosen as School Committee Chair and Rebecca Bolan as Vice Chair at a caucus meeting of the Newport School Committee-elect members on Tuesday night.The superintendent also addressed ongoing efforts to restore cosmetology and automotive programs to the new high school. While not currently included in the plans, Jermain said there is community support for fundraising campaigns to bring these programs back.“Dr. Robert Power did run on the campaign platform of restoring both those programmes [cosmetology and automotive] into the new building. So we're trying to think of ways we can do that. And I know he's been very active throughout the entire community, as well as talking to city council members about how we can work together to keep those programs,” Jermain said."We want to try as best as possible to get the cosmetology and the auto program into the new building," she said. "That work is underway."Attendance remains a focus for Newport schools. Jermain reported improvements across all schools compared to previous years but acknowledged more progress is needed."We're doing well each day at every school. We're seeing improved attendance from the previous year, which is great because last year we were seeing improvements from the previous year," Jermain said.The district employs various strategies to boost attendance, including outreach to parents, home visits, and sharing data on how absences impact student achievement.Jermain highlighted the district's efforts to support multi-language learners, particularly at the elementary level. She noted that when students become more proficient in English, they often outscore native English speakers on standardized tests."We have learned with our MLL population that when they start to attain the language and they become more English proficient, they have actually outscored our English-speaking children on standardized testing," Jermain said.The district is looking to expand its multi-language learner support, with plans to certify more teachers in this area. Jermain said they expect to need additional ML-certified teachers in the coming year.Budget discussions for the next school year are underway. Jermain said staffing, which accounts for about 82% of the operating budget, will be a key focus. The district has secured a new bus contract and is reviewing other contracts.Jermain encouraged high school seniors to start planning for their post-graduation futures. She emphasized the importance of completing the Free Application for Federal Student Aid (FAFSA) for those considering college."Financial aid is so important and the FAFSA … they need to fill out that FAFSA," Jermain said. Newport School Superintendent provides updates on Rogers High School Construction and teacher negotiations

Newport Schools Superintendent Colleen Burns Jermain provided updates on several key issues during her monthly interview with What's Up Newp on Wednesday.The new Rogers High School construction project is progressing well, Jermain said. The building's exterior is nearly finished, with brick work almost complete and utilities being connected."It's a stunning building," Jermain said. "It really is as far as the natural sunlight that comes into it."Interior work is underway, including painting, gym flooring, and auditorium seating. Furniture bids are in final review and expected to be settled by March or April, with deliveries starting in May.Teachers have begun preparing for the move, with some already receiving boxes for personal items. Professional development on new technology is ongoing.The school is set to open in September 2025, with the current junior class slated to be the first to graduate from the new building.Finances for the project remain a concern. The school building committee has requested just under $3 million from the city council to complete the project, down from earlier estimates."We're really sharpening the pencils," Jermain said. "We're really getting down to nitty gritty and in the weeds to save as much as possible for everyone."On teacher negotiations, Jermain reported that the teachers' union has requested a new arbitrator, replacing Judge Frank Flaherty. The school committee will discuss this development in executive session next week."At this point in time, I believe the school committee has requested our attorney to find a new arbitrator as soon as possible and get dates," Jermain said.Despite ongoing negotiations, Jermain said school activities appear to be running normally, with teachers participating in after-school programs and events."If you saw interactions between me and the teachers and all of us, I don't think you'd think there was anything going on," she said.The superintendent also discussed a recent survey of families regarding the potential relocation of fifth grade to Pell Elementary School. About 69% of respondents supported the idea.Jermain cited declining enrollment and curriculum alignment as reasons for considering the move. She noted that the fifth-grade curriculum at Thompson Middle School is the same as what's used at Pell."We also think possibly for some families and for some children developmentally, maturity wise, et cetera, that it's a better age to keep at the elementary level," Jermain said.If implemented, the change would not occur before the 2026-27 school year.Jermain also addressed student absenteeism, reporting improvements but acknowledging more work is needed."We still have a lot of work to do," she said. "We really do still need everyone to emphasize the importance of attendance at school every day for all of us."Looking ahead, Jermain noted several upcoming events, including girls soccer quarterfinals, girls tennis semifinals, and parent-teacher conferences on Nov. 7 from noon to 5 p.m. at all schools.The superintendent encouraged parents to bring their children when voting to set a good example."Whatever happens in the results of the election, schools will remain open and we will continue to do our best to deliver high quality instruction for our students," Jermain said.Public tours of the new Rogers High School are expected to begin in summer 2025, a few months before its scheduled opening.Watch The Conversation

Rep. Carson outlines legislative priorities for upcoming session

State Representative Lauren Carson is gearing up for the upcoming legislative session, with a focus on short-term rentals and aging policy as key priorities.The Newport Democrat, who is running unopposed for reelection, outlined her plans during an interview with What'sUpNewp on Tuesday, October 22.Carson chairs two study commissions created by the House in 2023 - one on short-term rentals and another on aging policy. Both were extended to next year."We have another year on both of those," Carson said. "I think the short-term rental one may be resolved sooner, but the aging one does need all of its time."The short-term rental commission has examined issues including fire safety, insurance requirements, and municipal ordinances. Carson said the group is now moving toward policy recommendations."Where we move now, probably after the first of the year, is some kind of set of policy recommendations," she said.Carson emphasized the distinction between state and municipal authority on short-term rentals. She noted that municipalities have strong zoning powers, while the state may address issues like insurance requirements."We have to look at what's in the state bucket, what's in the municipal bucket, and proceed from there," Carson said.On aging policy, Carson is working to develop a master plan similar to those in Vermont and Massachusetts. The commission has examined topics including transportation, housing, and internet access for older residents."My hope is next year that we will come out with some kind of guidance for a uniform plan as we move toward the year 2030, where there will be a lot more aging people," Carson said.She noted that Rhode Island has about 250,000 residents over 60, with that number expected to increase by 30,000 to 40,000 in the next five years.Carson also discussed the upcoming legislative session, which begins Jan. 7. She plans to conduct her annual constituent survey in January and likely hold a meeting to discuss the feedback."I'm already planning to go to the state house that week," Carson said. "That's when I'll be meeting with the attorneys and drafting bills."Carson expects housing to remain a priority for House leadership. She also anticipates challenges with the state budget."The budget is going to be a challenge," Carson said. "It was a challenge this past year. It was a challenge because, you know, we had, when we use the federal Covid money, the leadership in the House was very specific that we attempt not to spend it on reoccurring expenses in the budget."Carson urged Newport voters to support two bond measures on the November ballot. Question 6 is a $98.5 million bond for various city infrastructure projects. Question 5 is an arts bond that would provide funding for the Newport Contemporary Ballet's new facility on Broadway."These are real things. These are real issues," Carson said of the projects in the city bond. "We need to figure it. We need to pass this thing and get some money into these infrastructure improvements."Carson encouraged constituents to reach out with concerns or questions. Newport City Manager addresses utility billing, early voting, and bond referendum

Newport City Manager Colin Kennedy addressed several pressing issues during his monthly chat with What'sUpNewp on Wednesday, October 16, including utility billing concerns, early voting procedures, and the upcoming bond referendum.Kennedy reassured residents about the delayed September utility bills, urging them to wait for the October bills before taking action. "The October bills will have the effect of stabilizing the billing," Kennedy said. He explained that the October bills, expected to arrive by Thursday or Friday, will contain credits for overcharges in August and September."We don't want people to get used to that," Kennedy cautioned, referring to the potentially small October bills resulting from the credits. He emphasized that normal billing should resume in November.Early voting for the upcoming election began Wednesday, with a temporary location change due to elevator maintenance at City Hall. "We are on the ground floor of city hall because of the malfunction of our elevator," Kennedy explained. Voting will take place in a conference room accessible from street level, open from 8:30 a.m. to 4:30 p.m. on normal business days through Nov. 4.Kennedy expressed some hope that City Hall's elevator would be up and running again soon. "Our goal is to make it [the elevator] available before the first city council meeting of the new term, which I believe is on December 11," Kennedy said.The city manager devoted significant time to discussing Question 6 on the ballot, a $98.5 million bond referendum. Kennedy framed the bond as "insurance" against potential future costs, particularly those related to climate change and infrastructure repairs."Within one to three years, because of all the impacts of climate change, that bulkhead is going to fail," Kennedy said, referring to the Perrotti Park bulkhead. He estimated the cost to replace it at about $20 million.Kennedy argued that passing the bond would spread costs over 30 years, resulting in a smaller tax increase compared to potential emergency funding scenarios. "I would much rather be able to borrow funds from an authorized bond referendum and spread that cost out over 30 years at a very small rate of tax increase," he said.The city manager highlighted several projects that could benefit from the bond, including beach nourishment at Easton's Beach and stormwater control in the north end. He emphasized the potential for leveraging bond funds to secure additional grants, potentially doubling or tripling available funds for some projects.Addressing concerns about the bond's similarity to the 2020 Rogers High School bond, Kennedy clarified, "This is a general obligation bond. It is not a bond that's for a single project." He stressed that the allocations are "just a roadmap" and that the City Council would approve each bond sale individually.Kennedy also touched on the ongoing rate study for water, stormwater, and wastewater services. "We're hiring a professional consultant to help us drive towards that end state, so that in the future, we're able to get the revenue we need, but do it in a more equitable way," he explained.Regarding climate change skepticism, Kennedy took a pragmatic approach. "From my perspective, I don't particularly care how that happened," he said. "My responsibility as a city manager is to look into the data, is to acknowledge the fact that these are things that are measured and are happening."As the interview concluded, Kennedy encouraged residents to vote early at City Hall or at their normal precinct sites on Nov. 5 from 7 a.m. to 8 p.m. He reiterated that October utility bills would be arriving soon, containing explanations of the applied credits."I respectfully request a little more patience from our residents," Kennedy said. Newport City Council candidate Lynn Underwood Ceglie seeks return to Second Ward

Lynn Underwood Ceglie, currently serving as an at-large Newport city councilor, is running to represent the Second Ward in the upcoming election. Ceglie, who previously held the Second Ward seat, cites a desire to focus more on constituent issues as her motivation for the switch."I was really a lot happier when I was a ward councilor. I felt as though I had more focus on constituent issues," Ceglie said in an interview with What'sUpNewp on Friday, October 11. "I feel as though my strength is working with the residents and the staff to try to resolve problems."Ceglie has served on the council for ten years and decided to run again to provide experienced leadership. "I think that we bring a breadth of experience and knowledge that is needed," she said.If elected, Ceglie plans to prioritize several issues specific to the Second Ward, including addressing restricted roads and traffic concerns. She highlighted problems with trucks and buses ignoring signage on streets like Farewell and Annandale."These restricted roads … are frankly being abused by truck drivers and bus drivers that don't pay attention to the signage," Ceglie said. She is exploring solutions with the police chief, including improved enforcement and alerting systems.The Broadway corridor is another focus area for Ceglie. As the main business district in the Second Ward, she emphasized the need to address challenges with homelessness while supporting local businesses."We want to make sure that people feel safe and we want people to come to Broadway," Ceglie said. She noted increased police presence on foot and bicycle patrols as part of efforts to improve the area.Reflecting on her tenure, Ceglie expressed pride in her responsiveness to residents. "I try to answer every email, every phone call," she said. "I think that that's my strength and, frankly, is my responsiveness."She also highlighted infrastructure improvements made during her time on the council, including an $40 million wastewater treatment facility, and school renovations.Regarding the upcoming $98.5 million bond question, Ceglie supports its passage. "I think that there are some projects on there that are extremely important," she said, citing the need to address issues at Easton's Beach and complete Rogers High School.Early voting for the Newport election begins Oct. 16, with the general election on Nov. 5. Ceglie emphasized her dedication to the community and fairness as key reasons Second Ward voters should support her."I'm here to stay. I'm here to serve Newport," Ceglie said. "I feel as though my responsiveness and my fairness … those are my strengths. Newport City Council Chair and Mayor Xaykham "Xay" Rexford Khamsyvoravong is seeking re-election to Newport City Council At-Large, emphasizing the need for continued action on pressing issues facing the city.In an interview with What'sUpNewp on Thursday, October 19, Khamsyvoravong highlighted the council's accomplishments over the past 22 months and outlined his priorities for another term."We need to focus on housing for our middle class here in Newport. We need to focus on resiliency, specifically going out, getting the federal dollars that we should be getting," Khamsyvoravong said. "And then finally, we need to be focused on public education."The council chair pointed to the city's success in securing over $40 million in state and federal grants during his tenure. This funding is aimed at addressing infrastructure needs and supporting initiatives like education and housing.Khamsyvoravong stressed the importance of taking action rather than just studying issues. "Perfect is the enemy of good," he said. "And residents right now are at the point where they are being pushed out because they can't stand any additional studying. They need action."He cited the council's efforts to increase housing opportunities, noting that applications for nearly 300 new units of housing have been put into the pipeline in the past 18 months. This marks a significant change for a community that has historically added only one net unit of housing per year over the past two decades.The council chair also addressed the city's infrastructure challenges, including a $500 million deficit in capital infrastructure needs. A $98.5 million bond question will be on the ballot to address some of these issues."That $500 million hole that we mentioned is not 500 million to make sure we're set for the next generation. That's just to get through the next five years," Khamsyvoravong explained.He emphasized the need for bold action and honesty about the city's situation. "I'm not kicking the can on this, and I know that these things are not easy or popular. Nobody likes to say, hey, your taxes are going to go up a little bit, and we have to borrow some money to do this. But I'm being realistic about where we stand."On education, Khamsyvoravong highlighted the Learn 365 initiative as a model for improving the city's school system. The program aligns after-school activities run by community nonprofits with classroom curriculum."I think that is the key to Aquidneck Island meeting its educational potential," he said.Khamsyvoravong also addressed the challenge of balancing the needs of residents with those of the city's 3.5 million annual visitors. He pointed to efforts to shift more of the financial burden onto tourists, such as increasing cruise ship fees and implementing dynamic pricing for downtown parking."We've got to actually shift that burden," he said. "That means staffing up to ensure we can go after those resources and then being aggressive about working together."As the election approaches, Khamsyvoravong urged voters to look critically at candidates' records and proposed solutions. "Look to see if people are putting their money where their mouth is. Look to see if the actual things they've supported today align with where you're coming from."The Rhode Island General election will occur on November 8. Charlie Holder seeks At-Large seat on Newport City Council

Charlie Holder, currently serving as Newport's second ward councilor, is running for an at-large seat on the City Council in the upcoming election. In an interview with Whats'UpNewp on Thursday, October 10, Holder discussed his campaign strategy, key city issues, and his approach to governance.Holder, who will turn 55 the day after the election, has served two terms representing the second ward. He decided to run for an at-large position after hearing from residents outside his ward who wished they could vote for him."I've been lucky enough to serve two terms for the second ward. So I'm like, you know what? Let's give it a shot. Let's go at large, see how it goes," Holder said.As director of operations at Gardiner House, a new hotel and event space on Lee's Wharf, Holder said that he brings a unique perspective to the council. He believes his experience in the hospitality industry gives him insight into both tourism and workforce issues facing Newport.Holder emphasized his approach to council business, which he describes as focused on listening and gathering information before forming opinions."You have to listen. That's the first thing," Holder said. "It's been very important that you have to get ideas, you have to get people's opinions. You have to listen to what's out there and then form your thoughts, form your opinions on that."The candidate highlighted several key issues facing Newport, including infrastructure needs, affordable housing, and balancing tourism with residents' concerns.Regarding the city's infrastructure challenges, Holder supports the $98.5 million bond measure on the November ballot. He identified Easton's Beach, King Park Seawall, and Rogers landfill as top priorities."Without the passing of this bond, then it's going to be difficult to get those taken care of," Holder said.On housing affordability, Holder acknowledged the complexity of the issue and cautioned against oversimplifying potential solutions. He noted that while the city has banned short-term rentals in residential areas, banning them in business districts is unlikely to significantly impact workforce housing availability."The reality is that's really not the case because those houses aren't going to go, you know, those aren't going to be 12-month apartments or, you know, $500,000, $600,000, $700,000 houses," Holder explained.Holder stressed the need for balance between the tourism industry and residents' concerns. He believes his daily experience in hospitality gives him a unique perspective on this issue."You have to have both. You can't have one and not the other," Holder said. "The best way, instead of trying to fight each other on it, I think trying to work together is the best way possible."Looking ahead, Holder hopes to continue improving the city's infrastructure and fostering better communication between the council and residents. He emphasized his non-partisan approach to governance."I'm a non-affiliated politician, if you will. I don't, you know, I'm not a Democrat, I'm not a Republican. I deal with people and deal with the issues at hand and find out the best solutions to them," Holder said.Holder is hosting two events to meet with voters: a "Chat with Charlie" at O'Brien's on Oct. 10 from 6 to 9 p.m., and an appearance at the Broadway Street Fair on Oct. 14 at Fifth Element from 1 to 4 p.m.The general election is scheduled for Nov. 5, with early voting beginning Oct. 16. Newport School Committee candidate James Dring touts ‘common sense’ approach to decision-making

James Dring, seeking his third term on the Newport School Committee, is positioning himself as a voice of reason and fiscal responsibility as the district faces declining enrollment and budget constraints.In an interview with What’sUpNewp on Thursday, October 10, Dring highlighted his support for school regionalization with Middletown, a stance he says sets him apart from other committee members.“I was the only person on the school committee, the only one who was in favor of regionalization,” Dring said, referring to a previous proposal. “Now everybody is.”Dring argues that declining enrollment – projected to drop by 400 students over the next decade – makes regionalization increasingly necessary. Dr. Sandra J. Flowers, a longtime member of the Newport School Committee, is seeking re-election for her ninth term. With 16 years on the committee and 30 years as a teacher in Newport public schools, Flowers brings nearly five decades of experience to her candidacy."I'm approaching the end of my 8th term, which means 16 years," Flowers said in a interview with What'sUpNewp on Monday, October 7. "I was a teacher in the Newport public school system for 30 years. And I retired in 1995."Flowers, who holds a PhD in humanities from Salve Regina University, cites her expertise in education as a key qualification. She taught at the elementary level and later in Salve Regina's education department."I figured I'd put one more term in. Hopefully, if the people of Newport wish to re-elect me, I'd be certainly most grateful," Flowers said.The veteran educator highlighted several priorities for the next school committee, including the completion of the Rogers High School construction project and addressing the diverse needs of Newport's student population."I think really putting much of our attention to bringing all of our students up to their meeting, their potential," Flowers said when asked about future priorities. "We have so many more students who are MLL, multi language learners," she noted. "They come in some not speaking English at all or some knowing some of it. But the reading and the writing. And really everything they do is, involves reading, of course."When asked about the Rogers High School construction project, Flowers acknowledged the cost increases but remained optimistic about the outcome. "I have every confidence that the people who are keeping everything covered, all of the people who came in to inspect and to make sure that safety is of the utmost importance for everyone no matter what," she said.Flowers believes voters should consider candidates who prioritize student success and safety. "You have to look at people who have the best wishes, the best plans for our students success there, for their safety and academic success," she advised.She also emphasized the importance of fiscal responsibility and advocating for necessary resources. "Not be afraid to spend the resources wisely. See that we get our monies with. Becky Bolan seeks re-election to Newport School Committee to see Rogers High School project through completion

Newport School Committee Chair Becky Bolan has announced that if she is re-elected in November that her next term would be her last, citing a desire to see the Rogers High School project through to completion.Bolan, who has served on the committee for approximately 17 years, made the announcement during an interview with Ryan Belmore of What'sUpNewp."I'm gonna tell you right now, this is my very last time, for sure," Bolan said. She explained that her goal has been to oversee the school building projects from start to finish, having been involved with the school building committee since 2005.The Rogers High School project, which has faced challenges including inflation and unexpected costs, is now expected to open in June, with full readiness anticipated by September. Bolan emphasized the importance of completing the entire project, noting that Newport, unlike some other districts, cannot simply remove elements from the scope of work."At this point, by the way, Pell came in and a year ahead of time and under budget," Bolan said, referring to a previous school project. She estimated the current project is about 27% to 28% over the original $98 million budget, primarily due to inflation.Addressing community concerns, Bolan clarified that the project is not $40 million over budget, as some have claimed. "We actually, at this point, we're 26. Between 26 and 27 million extra dollars," she stated.Looking ahead, Bolan identified several challenges and opportunities for the next school committee. Chief among these is resolving ongoing issues between the teachers union and the administration. "We got to get back to a place where we're all talking to each other," she said, noting that the dispute is currently in the hands of a judge.Implementing the new strategic plan and improving student achievement are also key priorities. Bolan expressed hope for immediate positive results but acknowledged the challenges of getting everyone on board with the changes.Financial sustainability remains a significant concern. Bolan explained that annual increases in costs for items such as buses and raises often exceed the 4% limit on what the city can provide to the school department. She suggested that regionalization, while late in the game, should be considered as a potential solution.Despite these challenges, Bolan highlighted numerous successes in Newport schools. She pointed to opportunities for students to earn college credits and vocational skills while in high school, as well as programs like sailing and swimming lessons for younger students."Our kids come out of school with more opportunities then, you know, I mean, our kids can go to college while they're in high school. They can actually can get their AA degree while they're in high school," Bolan said.Addressing the issue of student turnover, Bolan noted that approximately 20% of students enter or leave the district each year, impacting test scores and making it difficult to measure long-term progress.As the election approaches, Bolan encouraged voters to look for school committee candidates who are committed to serving and contributing to the conversation. Dr. Robert B. Power, a candidate for Newport School Committee, is making the inclusion of vocational programs at the new Rogers High School a central issue in his campaign.Power, who has a doctorate in school administration and has served as superintendent in three Rhode Island school districts, says he entered the race primarily to advocate for the auto tech and cosmetology programs."What got me to get into the race was the fact that in the Rogers High School project, they have engineered out or not put in auto tech and cosmetology," Power said during an interview with What'sUpNewp on Monday, October 7. "And I think those are extremely important programs."The candidate expressed concern that these programs, which he describes as "the highest subscribed programs" at the career and tech center, were cut from the new high school plans.Power believes the estimated $6 million cost to include these programs is feasible for Newport. He suggests using part of a proposed $98 million bond, if passed by voters, to complete the high school project properly."I think that Newport can find the $6 million," Power said. "There's a pile of dirt there that's going to have to get moved. That doesn't have to be moved tomorrow."The candidate emphasized the importance of finishing the high school project in a way that includes all necessary programs. He argues that cutting programs for students is "the wrong direction" for the school system.Power also addressed broader educational issues facing Newport, including test scores and declining enrollment.On test scores, he cautioned against judging education solely on these metrics, noting that socioeconomic factors play a significant role. He also highlighted the challenge of student mobility in Newport, where many students don't remain in the system from kindergarten through 12th grade.Regarding declining enrollment, Power acknowledged it's a concern but pointed out that some Rhode Island districts with similar or smaller student populations maintain their own high schools."Initially I was thinking, the way our numbers are going, that really forces our hand in regionalization," Power said. "And then I start saying to myself, you know, because Middletown's building what they're building and we're building what we're building, and you've got a couple of districts in this state that you could make an argument that are smaller than Newport by far at this point, and they have not regionalized per se."If elected, Power says he would focus on improving relationships between the school committee and city council, as well as between teachers and the district administration."Those are two things that really need to be on point, and there's ways to get to those," he said. "And it has to do a lot with dialogue and it has to do with relationships."Power, who has lived in Newport for many years, emphasized his commitment to the local school system regardless of the election outcome. He noted his involvement in raising funds for local schools and his 30-year tenure on the education foundation."I will stay involved in the schools whether I get elected or not," Power said. "My heart and soul is supporting the kids here and making sure that the school system here is as good as it can be."Newport voters will decide on school committee members in the general election on Nov. 5, with early voting starting Oct. 16.

Kendra Wilson Muenter seeks re-election to Newport School Committee

Kendra Wilson Muenter is running for re-election to the Newport School Committee, citing a desire to see through changes and implement new strategic plans.Muenter, who is wrapping up her first term and currently serves as vice chair, said during a What'sUpNewp interview on Thursday, October 3 that the role has been "challenging" and "rewarding" but also more time-consuming than expected."How much work is involved," Muenter said when asked about the biggest surprise of serving. "I mean, I don't think it's really. It's the job of you get out what you put in and you can do the bare minimum, which is fine if that's what you can do. But I'm one who goes all in."In addition to her vice chair duties, Muenter co-chairs the health and wellness committee and serves on the school building committee. She said preparing for meetings often takes up entire weekends.Muenter highlighted the new health and wellness policy as one of her proudest accomplishments. The policy, which took about four months to write, received accolades from the Rhode Island Healthy Schools Coalition."We got great accolades for it," Muenter said. "We were told that it would now be the gold standard in the state for a health and wellness policy."Looking ahead, Muenter said the biggest challenge facing the district is the "fiscal cliff" caused by the end of federal ESSER funds. She said the committee will need to examine spending and look for new revenue sources.The ongoing construction of the new Rogers High School remains a major focus. Muenter, who serves on the building committee, said the project is about 60% complete and "looks amazing." She emphasized the importance of finishing the project, noting the district has over 55% reimbursement on the line from the state."We would be ridiculous. We would. It would not be. It would be irresponsible to the taxpayers of Newport to do anything that puts that in jeopardy," Muenter said.Muenter expressed support for upcoming bond measures on the Newport ballot, including potential additional funding for Rogers High School if needed.When asked what voters should consider when choosing school committee candidates, Muenter emphasized the importance of doing homework and selecting people willing to put in the work."You want the people who are going to do the work, who are going to show up, who are ready to roll up their sleeves and know that some nights are going to be sitting in 4 hours worth of meetings," she said.Muenter highlighted her experience as a parent with a child in the district, giving her insight into all Newport schools. Newport City Council candidate Steph Smyth aims to bridge gap between city and residents

Steph Smyth, a candidate for Newport City Council At-Large, is running on a platform of increased community engagement and transparency in local government.In an interview with What'sUpNewp on Thursday, October 3, Smyth outlined her vision for leveraging existing resources and creating new avenues for resident participation to address Newport's most pressing issues.Smyth, who narrowly missed winning a council seat in 2022, brings a background in government contracting and union work to her campaign. She currently works in the contracts department at the Naval War College."I've seen Newport evolve over my past 50 years here," Smyth said. "Over the past ten years, I think that we've sort of hit a point where the residents, specifically your middle to lower income residents, along with your retirement age senior residents who are on a fixed income, that Newport has changed dramatically for them."Smyth believes her experience in government contracting and process improvement could benefit the city. "I think that the city can learn a lot from how the federal government does contracts," she said. "I've seen a lot of the requests for proposals and contracts come down the pike the past couple of years. And I feel as though there's a great opportunity to help the city save some money and to get more competitive contracts out there that does cater to more local small businesses."One of Smyth's key proposals is to better utilize the city's boards and commissions. "Our city council doesn't leverage the resources that they have enough," she said. "There's a lot of subject matter experts that are on those boards and commissions that aren't solicited enough for their research and their opinion on how to handle some of these issues."She also advocates for partnering with local educational institutions like Salve Regina University, Community College of Rhode Island, the Naval War College, and the Naval Undersea Warfare Center to address city challenges.Smyth supports the creation of new commissions to tackle specific issues, including a housing commission and a more active travel and tourism commission. She also proposes establishing a permanent charter review commission to keep the city's governing document up to date."Newport has grown so substantially, and yet our city government has not grown with it," Smyth said. "Either I had to stop talking, or I had to do something."The 8th-year business owner identifies the loss of Newport's "heart" as the city's most pressing issue. He defines this as the erosion of the middle-class, year-round resident base that keeps local businesses and community traditions alive."We've lost a little bit of our heart," Martins explains. "The 9th town is that of just the middle class, the mom and pop, the family, the year-round resident. I know it's really dull, but I'm kind of okay with being boring in this political environment," Hunt said during an interview with What'sUpNewp on Wednesday, October 2. "I think boring is fine, but I promise folks that that is a skill set I'm going to bring to the table."Hunt's professional experience includes seven years in the nonprofit sector, followed by an MBA from Boston University. She currently works at a bank in Boston, underwriting mortgages for affordable housing developments.As a parent of two young children, with one attending Pell Elementary School, Hunt says she has been following Newport's public meetings closely since returning to the city."I've really been following what's been going on in Newport since 2020," Hunt said. "I would listen to the council meetings, listen to the school committee meetings."Hunt identifies funding and leadership as her two main priorities for the school committee. She believes her financial background will be particularly valuable in addressing the district's budgetary challenges."I do see everybody on school committee, I believe, has good intentions. But obviously, everybody brings different skills," Hunt said. "Not a lot of folks necessarily have the experience digging into the numbers and appreciating the value of that exercise and how a budget reflects our values each year."Regarding the recent funding request to the city council, Hunt expressed concern that the ask may have been too conservative. "I'm sort of more in the boat of the school committee's job and role is to ask for what's needed and what we fully support in our budget process," she said.Hunt also emphasized the importance of leadership in addressing the diverse needs of Newport's student population. She noted the challenges of serving students from various socioeconomic backgrounds within the same school system."I think that leadership is important to both of those groups," Hunt said, referring to families with ample resources and those with fewer resources. Councilor Ceglie provides recap, thoughts on Sept. 25 Newport City Council meeting

The Newport City Council voted Wednesday night to rescind a controversial $81 sewer fee increase that had sparked public outcry. The decision came after officials discovered miscalculations in the original fee structure.Vice Chair Lynn Ceglie explained the situation during a conversation with What'sUpNewp on Saturday morning, saying, "There were mistakes, there were miscalculations made. You know, it's not typical that that happens. So I think it all caught us by surprise."The fee, which was intended to fund necessary stormwater infrastructure improvements, will now revert to its previous level while the city recalculates and explores alternative funding methods."We do have to do something about our stormwater. We need to work on our pipes," Ceglie said, emphasizing the ongoing need for infrastructure maintenance despite the fee rescission.In a more contentious decision, the council was split 3-3 on a proposed moratorium on new short-term rentals in commercial districts. Councilor Ceglie, along with Councilors Napolitano and Holder, voted against the measure.Ceglie explained her opposition, stating, "I didn't [see] any evidence to support that and there really aren't even that many units that would be… that would qualify."She added, "I do believe that our business district should be our business district. Evan Smith, President and CEO of Discover Newport, discusses industry trends, taxes, challenges, and future plans

Newport's tourism industry is finding its footing after experiencing dramatic swings during and immediately following the COVID-19 pandemic, Evan Smith, president and CEO of Discover Newport, told What'sUpNewp during a one-on-one conversation on Thursday."We just went through a deep valley and then a high peak," Smith said. "The deep valley was Covid, probably the worst nine months ever for the travel industry, nationally and internationally."Smith explained that when travel restrictions eased, Newport saw a rapid rebound. "When people got the freedom to travel again, we quickly escalated to one of the highest mountains we've ever been on the highest peak."This year, however, has seen a leveling off. While some numbers are down from last year's peak, they remain above 2019 levels, Smith noted.The tourism landscape continues to evolve, with visitors seeking new experiences. "People are looking for new activities and new experiences that they can find," Smith said, highlighting the diversity of offerings in Newport and surrounding communities.Addressing concerns about over-tourism, Smith acknowledged that Newport reaches saturation points during peak periods, particularly on about 14 summer weekends. However, he emphasized that this is not the case year-round."We're touching that red point of saturation, certainly. I don't think that the numbers support that we're oversaturated midweek or on the shoulder seasons or in the dead of winter," Smith said.Discover Newport is working to mitigate these issues by promoting off-peak travel and spreading visitors across the region's nine towns. The organization also sponsors initiatives to improve mobility, including a free summer shuttle that Smith says has significantly reduced car traffic."When we made it free, we moved ridership from 50,000 to 150,000 people," Smith said. "We took 70,000 cars off the road by just managing that one sponsorship."The conversation around tourism in Newport has recently focused on taxation, with some city council members proposing increased fees for non-residents. Smith urged a more balanced approach, highlighting the significant revenue the city already generates from tourism."Newport's making close to $5 million in its lodging tax, it's making 3.3 million in its meals tax, it's making $400,000 on mooring fees," Smith said, adding that the travel and tourism industry is worth over a billion dollars to the city.Smith called for a "kinder and gentler conversation" about tourism's role in Newport, emphasizing the need for sustainability that benefits residents, workers, and visitors alike.Looking to the future, Smith suggested that now might be the perfect time for Newport to develop a comprehensive tourism master plan. This would be distinct from Discover Newport's marketing plan, instead focusing on how tourism should be integrated into the community."I think that this is a perfect time for a tourism master plan done by an accomplished, well-respected third-party consultant to come in," Smith said. He expressed Discover Newport's willingness to partner with city officials on such an initiative.As for his own future, Smith remained coy about rumors of his potential retirement, saying only that the Discover Newport board would release a statement about his future with the organization in late October."You know, I've heard those rumors too. People tapping me on the shoulder. So the answer for today, Ryan, is that our 18-member board will be releasing a statement about my future with the organization sometime late in October. So I don't mean to dodge your question right now, but the… As Peter Paul Mary said, the answer, my friend, is blowing in the wind. But you got to wait until the end of October for the answer to that one," Smith said.Regardless of what comes next, Smith emphasized the ongoing importance of resident engagement in shaping Newport's tourism landscape. He encouraged locals to be ambassadors for their city and to continue sharing ideas and feedback."I hope that we can have healthy communication line with residents," Smith said. "Because I can't say enough about an organization like Newport in Bloom. Those people have great civic pride in our community."

The Newport City Council is set to tackle two major issues at tonight's meeting: a reversal of the recent sewer rate change and a proposed moratorium on short-term rentals in business districts.Councilor Charlie Holder announced plans to move the sewer rate item to the top of the agenda, acknowledging a mistake in the council's previous decision."We made a mistake in judgement of what we were doing. The intention was to help the full-time residents with the sewer rate charge, and it didn't work out that way," Holder said.The council will vote to revert to the previous billing method until a better plan can be developed. Residents who have already paid the new rates will receive refunds.This swift action comes after a workshop last week that drew about 60 residents. Holder noted the unusually high level of public engagement on this issue."I've had a ton of phone calls, emails, literally. People stop me on the street everywhere I go," he said.The meeting, originally scheduled for City Hall, has been moved to Pell Elementary School due to an elevator outage. It will begin at 6:30 p.m.Another contentious item on the agenda is the proposed moratorium on short-term rentals in business districts. The first reading two weeks ago passed 5-2, with Holder voting against it."I don't think we should be banning any businesses in a business district," Holder explained. He expressed concerns about potential legal challenges and the long-term implications of such a ban."If you ban one thing, that opens the door to banning other things and that's a very slippery slope you start to go down," Holder said.He also pointed out that existing short-term rental registrations would remain with properties even if sold, potentially creating a "black market" effect similar to liquor licenses.Other items on the agenda include:* A proposal to change the direction of Dixon Street from westbound to eastbound* Restoration of Murphy Field tennis and basketball courts, with a budget not to exceed $270,000* Discussion on finding a new home for the former Easton's Beach carouselHolder encouraged residents to attend the meeting or watch online through the city's website."I hope people do take the time to either, if they can't make it in person, to join online, or at least go back and rewatch it and stay involved and stay informed," he said.For those unable to attend, Holder emphasized his openness to constituent feedback. Newport School Superintendent discusses enrollment decline, staffing, school construction

Newport Public Schools are grappling with declining enrollment and staffing challenges as the new academic year enters its fourth week, Superintendent Colleen Burns Jermain reported during a conversation with What'sUpNewp on Wednesday, September 25.Enrollment is down compared to projections, with about 70 fewer students than anticipated. This continues a downward trend seen since the COVID-19 pandemic began."We have to do a lot of analysis on [the enrollment decline] because that does impact two things. First and foremost, it impacts how we staff the schools, and secondly, it impacts funding," Jermain said.The superintendent cited several factors contributing to lower enrollment, including a significant drop in the local birth rate and housing challenges for families in Newport."The zero to six year olds in our community are almost half of what they used to be," Jermain noted.Staffing remains an ongoing issue, with several positions still unfilled across the district. Pell Elementary has two open positions, Thompson Middle School is finalizing one position, and Rogers High School has recently made an offer to a potential new teacher.Jermain expressed hope that all positions would be filled within the next week or two.The district is also focusing on improving attendance rates, which are currently about 5% lower than the same period last year across all schools."We really do need to keep that a priority and make that a priority," Jermain said.To address this, the district has implemented new initiatives, including a restorative justice position at Rogers High School aimed at engaging students and improving school culture.Construction on the new Rogers High School building is progressing on schedule for a September 2025 opening. Student tours of the site are beginning, with groups of eight to 12 students visiting every Thursday."The brick, the glass, everything on the outside should be finished by the beginning of December or mid-December," Jermain reported.However, the project still faces a funding gap of approximately $2.5 million to $3 million, which the district is working to address.The superintendent also discussed the district's approach to multilingual learners (MLLs), a growing population in Newport schools. The district recently restored an MLL coach position at the elementary level due to student enrollment shifts."We try to get into those classes early and immerse our children with English-speaking peers," Jermain explained.Looking ahead, the district is considering moving fifth grade back to Pell Elementary and making Thompson Middle School a sixth through eighth-grade institution. This potential change is still in preliminary discussions and would require school committee approval.Jermain also addressed the ongoing labor dispute with teachers, noting that while instruction continues normally during school hours, teachers are not attending open houses."We're still waiting for arbitration dates," Jermain said. This idea comes as the district addresses declining enrollment and space usage issues.Jermain shared these early-stage plans during the chat. She stressed that the concept needs more analysis and isn't set in stone yet."We're planning to take a closer look because we'd like to eventually move 5th grade back to Pell if possible," Jermain said. "Of course, this needs school committee approval. We've been talking about keeping 5th grade at the elementary level and making Thompson a 6-8 school."Jermain pointed out that Pell Elementary currently has some empty rooms and houses certain district offices."We need to start by analyzing the space and looking at enrollment projections. If we're going to make any changes, we need to put together a solid plan," she explained.The district is also thinking about moving some administrative offices to Thompson Middle School. This could give the Human Resources department and the superintendent's office, which is currently in a temporary building, a permanent home."The number of zero to six-year-olds in our community has dropped by almost half," Jermain noted.She expects to have a clearer picture of the space utilization plan within the next two to three months. Any changes would need the school committee's green light."At the end of the day, we need to ask: What's the best place and space for our students and their learning?" Jermain emphasized.New Rogers High School Construction on Track for 2025 OpeningThe new Rogers High School is on track to open its doors in September 2025. Jermain reports that construction is moving along as planned.By December, the building's exterior should be finished. Inside, work is underway, and the team is in the process of choosing furniture.Jermain announced, "We're kicking off student tours on Thursdays at 8:30. Parents, please note that Rogers High School students need a permission slip to join."Staff members have already started exploring the new facility. The brick and glass exterior is almost complete, and the focus has shifted to the interior work.As the project enters its final stages, a meeting to select furniture is set for September 26.Jermain pointed out that when the new Pell Elementary School opened, they saw an increase in enrollment. "New school buildings really do make an impact," she said.The superintendent also mentioned ongoing utility work related to the project. In mid-October, they'll be installing utility lines from Old Fort Road. This will require some changes to campus fencing and student routes during school days.An electrical switchover is scheduled for the weekend of September 29. Work is expected to start around 8 p.m. Friday and wrap up by 4 a.m. Saturday. The team has notified neighbors and informed the city about the planned work.Jermain addressed concerns about two career and technical education programs: automotive and cosmetology.The automotive program has found a temporary home at Navy base facilities, with a tentative schedule in place. However, they're still looking for a solid location for the cosmetology program for the 2025-26 school year."We're aiming to have some good news about the cosmetology program's future home by the start of 2025," Jermain said.The superintendent acknowledged community support for bringing both programs back to the Newport campus, stating, "I'm in favor of that, and I think many in the community feel the same way."

Ask The Council: Councilor Aramli discusses proposed moratorium on short-term rentals, other agenda items

Newport City Council is set to vote on a proposal to ban new short-term rentals in the city, a move Councilor Mark Aramli says is necessary to address the ongoing housing crisis.The proposed moratorium, which will be discussed at Wednesday evening's council meeting, aims to halt the conversion of residential properties into Airbnb-style rentals."Housing, housing, housing. The renters are getting pushed out of the city. First time home buyers. Good luck," Aramli said during an interview with What'sUpNewp on Wednesday morning.Aramli, who introduced the proposal, argues that short-term rentals and out-of-state second homeowners have consumed much of Newport's middle-class workforce housing in recent years."We have more tourist traffic than we have ever had. Newport's been discovered," Aramli stated. "Our tourist economy is healthy and pursuing tourism at all costs, I think we finally realize there is a cost, and that cost is our middle class and our workforce."The ban would not affect existing short-term rentals or homeowners who rent out rooms in their primary residences. It would, however, prevent new properties from entering the short-term rental market.Aramli emphasized the urgency of the measure, citing a recent change in Rhode Island state law that allows commercial properties to be converted into housing. He fears this could lead to more short-term rentals if action isn't taken."Not only has the Airbnb phenomenon gutted some of our housing, now the mom and pop shops on Broadway and Thames street… are now competing with Airbnb speculators and investors for the buildings that they are in," Aramli explained.The councilor acknowledged pushback from tourism boards and special interest groups but maintained that the city council should prioritize residents' needs."Newport City Council should be governing first for the people who live here," he said. "The one track sort of tunnel vision of tourism, tourism, tourism at all costs. I think we're seeing it has a cost, and I don't think that is a cost we should be paying anymore."In addition to the short-term rental ban, the council will discuss several other items at Wednesday's meeting, including changes to water and sewer billing and zoning code improvements.The council is set to approve the repeal of a controversial sewer and water bill charge that disproportionately affected low-consumption users. Aramli described the initial approval of the charge as a "mistake" that was never properly explained by city administration."We are going to be fully repealing that. Mayor Xay previews City Council agenda; addresses sewer fee, short-term rentals

Newport City Council will consider a citywide moratorium on new short-term rentals at its Wednesday meeting, aiming to curb the loss of housing units to vacation rentals."We are now looking at a moratorium on all new short-term rentals across the entire city," Xaykham (Xay) Khamsyvoravong, Mayor and City Council Chair, said during a conversation to preview the agenda with What'sUpNewp on Monday. "We heard from the zoning officer for the city that we're losing 20-ish units of housing per year to conversions to short-term rentals. This is an effort to stop that."The mayor emphasized that the proposed moratorium would not affect existing short-term rentals or owner-occupied rentals where homeowners rent out a bedroom.The council will also vote on repealing a new sewer fee structure."The repeal of the sewer fee. This technically lasts on our agenda. I expect that the council will change the order of the agenda to take that item first, right after we finish with the major consent and business items," Khamsyvoravong said."We heard loud and clear from residents about the challenges that were resulting from the new sewer fee structure," Khamsyvoravong said. "The council is trying to move quickly to repeal that fee."He noted that residents who have already been charged under the new structure will receive credits on future bills.Other agenda items include approving a consultant for King Park renovations to improve flood resilience and considering noise complaints related to a recurring "Cars and Coffee" event."We know that our zoning code has some major challenges to it. Towards the bottom is an item that means lot coverage and some ministerial things that we think just need to be cleaned up to relief the burden that's on the planning board right now and that we also think will impact other things like stormwater" Khamsyvoravong said.The mayor also spoke about a resolution to relocate the historic carousel from Easton's Beach due to ongoing erosion concerns."I put forth a resolution on the agenda that I hope the council will consider supporting, asking the administration to come up with a plan for the relocation of that carousel. We know that Easton's beach is rapidly eroding at a rate of about a foot and a half per year," Khamsyvoravong said."We want to make sure that that important historic asset for the city, the carousel itself, is located somewhere where the public can continue enjoying it rather than sitting in storage," Khamsyvoravong said.Wednesday's council meeting will be held at Pell Elementary School due to elevator issues at City Hall. Residents can submit comments on agenda items in advance or speak during public forum periods at the meeting.

He announced a public workshop later today to discuss the issue and potential rebates for overcharged customers.The City Manager emphasized the need for infrastructure improvements, citing an estimated $500 million in deferred maintenance over the past 30 to 50 years. He urged support for a $98 million bond measure on November's ballot to address urgent needs."This is not like racking up credit card debt. This is healthy debt to help improve your quality of life," Kennedy said.He highlighted projects like beach nourishment to protect structures and drinking water supplies from erosion. Some bond funds would also serve as matching dollars to unlock larger state and federal grants, he noted.Kennedy addressed concerns about the impact on part-time homeowners, acknowledging the need to balance workforce housing availability with property rights. He suggested better data analysis could help refine policies."We might find that we're not always necessarily required to make what heretofore may seem like draconian measures on some of our seasonal and part-time residents," he said.The City Manager also discussed traffic challenges, calling this summer "anecdotally … the worst ever." "We need to do a better job of working with our state general assembly delegation to promote legislation that enables Newport to draw more from its visitors than other communities might," he said.He estimated that visitors create the equivalent impact of 105,000 full-time residents, based on average length of stay.Kennedy acknowledged missteps in the recent rollout of new utility fees, which caught many residents by surprise. "We missed the mark on that," Kennedy said. "Our residents deserve better." He promised improved communication going forward, citing recent investments in the city's communications department.Looking ahead, Kennedy expressed plans to modernize city operations, improve data analysis, and foster better collaboration between city departments and the school system."I have this kind of 'let's get to work' mentality right now," Kennedy said. "We've got a lot to do and it's exciting to move out on some of the initiatives we have coming up."Newport Faces Challenges with Traffic and Police StaffingCity Manager Kennedy highlighted increasing traffic as the most significant change he's observed in Newport over the past 20 years during a recent interview with What'sUpNewp."This year was, you know, anecdotally, we'll wait for data to come in, but anecdotally, it was the worst ever," Kennedy said, referring to the city's traffic situation.He attributes the surge to a post-pandemic travel boom, favorable weather conditions, and major events like the U.S. Senior Open golf tournament.Kennedy emphasized the need to encourage alternative modes of transportation to alleviate congestion. "We really need to begin figuring out ways to encourage people to come to Newport by something other than their personal vehicle," he said.The city manager also expressed concern about the Newport Police Department's staffing levels. The force is currently operating at about 11% below its budgeted strength of 84 personnel."It's difficult to be a police officer right now. There's a lot of scrutiny on police officers," Kennedy noted, adding that both pay and social factors contribute to recruitment challenges.To address these issues, Kennedy is considering stricter enforcement of residential parking regulations and working with the police union to improve compensation packages.He also stressed the importance of community policing, stating, "It's really about the community impact that you can have. And there's probably no better place to do that than a community like Newport."Kennedy took on the role of city manager two months ago. "I wanted to work somewhere local where I could grow some roots and just really get to know my neighbors," Kennedy said.Newport Seeks to Balance Tourism Economy with Resident NeedsCity Manager Kennedy estimates that Newport effectively has a population of 105,000 when accounting for the impact of tourism on city infrastructure and services."We're a city of 105,000 people now," Kennedy said. "You're probably saying what? No, census says we're only 24,000, 25,000. That's true. That's our full-time residents and families who vote and go to school here. But there's another 55,000 equivalent residents. That's what the 4 million visitors per year do in terms of the tax on our infrastructure."Kennedy is exploring ways to generate more revenue from visitors to support city operations and infrastructure improvements. He noted that currently, Newport only receives 1% from hotel stays and 1% from meals and beverage taxes."We need to do a better job of working with our state general assembly delegation to promote legislation that enables Newport to draw more from its visitors than other communities might," Kennedy said.The city is facing an estimated $500 million in needed infrastructure improvements over the coming years. A bond measure on the November ballot aims to address some of the most urgent needs.Kennedy emphasized that the bond is not a "money grab" but rather an investment in critical projects like beach nourishment to protect drinking water supplies and structures from erosion."These are not money grabs," he said. "We don't want a big sinkhole opening up underneath Easton's Beach. We want some funding availability through the bonds that allow us to go out for more, even more money in grant funds."The City Manager also addressed concerns about a recent change to sewer billing that unexpectedly impacted some residents. He acknowledged the rollout could have been handled better and promised improved communication on such issues going forward."I think we missed the mark on that," Kennedy said. "I strongly believe that the public had needed, deserved a better opportunity to kind of see that coming before it hit their mailboxes."City Manager Calls for Improved Communication Between City and School OfficialsCity Manager Kennedy called for improved communication and cooperation between city leadership and school officials to address educational challenges and complete the Rogers High School project.Kennedy expressed a desire to reset relations between the city and school department, emphasizing the need to work together on issues like enrollment, curriculum expansion and workforce housing."There's a lot of unnecessary acrimony right now between the city staff and between the school committee and the teachers union," Kennedy said. "I just really look forward to kind of saying, look, I wasn't here. I understand there are intense challenges on both sides of the issues, especially when it comes to building and Rogers High School."Kennedy, who took over as City Manager two months ago, said completing Rogers High School needs to be a priority to secure state reimbursement and provide students with a modern facility."Whatever we need to do to finish Rogers High School, we need to do," he said. "I don't necessarily mean in terms of dollars, I just mean a sensible decision to get to the end, get to the finish line on that project."The City Manager emphasized that improving school enrollment is key to expanding curriculum offerings and hiring more teachers. With absenteeism a major concern of schools throughout Rhode Island, Newport School Superintendent Colleen Burns Jermain discusses how the school system is trying to improve attendance and turn around a poor showing by pupils in recent statewide testing when she joined What’sUpNewp for a live virtual video conversation o nWednesday.Recent independent reports have identified absenteeism as a significant problem statewide, with many students characterized as chronically absent. In Newport, Jermain, in her community update, said that some students in Newport have already missed 14 days of school.Absenteeism, coupled with poor testing for pupils in grades 3 to 8 in the Rhode Island Comprehensive Assessment System testing has raised concerns for Jermain, who is working with other school administrators to implement programs to improve pupil performance.Meanwhile, the school committee has allocated surplus funds to help fill the construction budget shortfall for the Rogers High School project. Across Rhode Island, school systems are finding that the bond issues voters approved only a few months ago to build new, modern school buildings, are millions of dollars short of what they now expect the projects to cost. And so it is in Newport, where for months now educators have been trying to fill a gap between what voters approved a few years ago for a new Rogers High School and what it may cost.As a result, Superintendent of Schools Colleen Burns Jermain and her staff have been finding ways to trim the hundred-million-dollar school building budget, and to find additional funding to fill the gaps.Superintendent Jermain joined WhatsUpNewp today (Wednesday, May 3) at 1:30 p.m. for her monthly visit, and we focused on Rogers and efforts to close the financial gap.We also explore other pressing issues, not only in Newport, but issues that persist in school systems across the country – school safety and teacher shortages.Of course, we also asked the superintendent to give us an update on regionalization talks between Newport and Middletown.And as we approach the end of the school year, we ask the superintendent about how much progress has been closed up the gap for the time lost to in-person learning during the pandemic, the graduation rate this year, and graduation plans for the class of 2023. On Saturday, March 11, at 8 am, Newport Mayor Xaykham “Xay” Rexford Khamsyvoravong sat down in the Mayor's Office at City Hall with Gabe Amo, Special Assistant to President Biden and Deputy Director of The White House Office of Intergovernmental Affairs, for a conversation.Amo, a native of Pawtucket, Rhode Island, serves as President Biden’s primary liaison to local elected officials. Previously, he worked on the Biden-Harris transition team and on the Biden-Harris presidential campaign as the National States Strategy and Program Advisor. Earlier in his career, he was the Senior Advisor for then-Rhode Island Governor Gina Raimondo’s re-election campaign and worked as Director of Public Engagement and Community Affairs in the Office of the Governor. The conversation between Mayor Xay and Amo touched base on housing, infrastructure, and several other issues affecting Newport.Cheryl Hatch, the Newport Bureau Reporter for The Public's Radio, and Ryan Belmore, Owner and Publisher of What'sUpNewp, were on hand for the conversation between the two officials as they caught up for approximately 30 minutes while providing the rest of us with some insight on what it is each of them does on a day to day basis.

Zachary Hurwitz, Independent candidate for Governor

For most 18-year-olds the challenge around election time is getting them to vote – not so for Zachary Hurwitz. He’s taken it a step further, and at 18 is perhaps the youngest person ever to run for governor in Rhode Island.

Zachary joined us on a WhatsUpNewp videocast on Tuesday at 2 p.m., the first in our series of videocasts with candidates for general offices and Congress.

Zachary is among five hopefuls running for governor. Zachary and Paul Rianna Jr. are running as independents, Elijah J. Gizzarelli is a Libertarian, Ashley Kalus is the Republican nominee, and Gov. Dan McKee is the Democrat.

We asked Zachary what motivated him to jump into the gubernatorial race at the same time he’s starting his college career. And we asked about the issues, many of which he discusses on his website – the economy, healthcare, education, affordable housing, women’s reproductive rights, climate change, and more.
